After assisting our client, Potomac Healthcare Foundation, to secure a Public-Private Partnership Design, Construction and Service contract with Montgomery County Department of Public Works, Noelker and Hull’s design team provided full architectural and engineering services to design a three-story, 37,600-square-foot, 64-bed facility that provides treatment, a safe haven, and a second chance for many patients. The program includes residential units for both non-hospital detoxification and intermediate care clients, substance abuse treatment, medical spaces, dining room and commercial kitchen, clinical offices, administration offices, and recreational spaces.

Noelker and Hull worked collaboratively with the parties and government agencies involved, leading and coordinating the design effort for this highly publicized project. At the project groundbreaking, Maryland Governor Larry Hogan stated, “We want to do everything in our power to help restore hope and to put those in need on a path toward healing and recovery.” Noelker and Hull is happy to have helped support this mission.

The new, sustainably designed, International Green Construction Code (IgCC) Certified Avery Road substance abuse center replaces the previously deteriorated facility on Avery Road.

Sustainable design features of the building include:

  • 20.7% Energy Use Reduction
  • 93% of Construction Waste Recycled
  • Low-flow water fixtures throughout
  • LED lighting throughout
  • Low/no VOC finish products, providing a healthy indoor environment for patients
  • The site is landscaped with native and adaptive plant species, reducing the need for irrigation
